[Xlog-discussion] Fixes for 2.0.13

HI everybody,

Please try xlog 2.0.13 beta.

I have added the following:
* Fixed date in cabrillo3 output to be: yyyy-mm-dd
* Fixed date in EDI output to be: yymmdd
* Updated cty.dat to 20150304 (cty-2504)
* Added JT9 modes

I'll let it sit for a couple of days while people try it. If you have
any issues, please let me know.
